Shannon Bream was born in Tallahassee, Florida on December 23, 1970. She attended Virginia, and in 1990, she won the beauty pageant title Miss Virginia later she went on to participate in the Miss America pageant in 1991. In 1993, she graduated and earned a degree in Business Management.

She then attended Florida State University and while attending law school, she became the winner of the Miss Florida USA pageant in 1995. Bream received a Juris Doctorate with honors from Florida State University College of Law in 1996. Her mother was a teacher, and her father was a Leon County Commissioner.

Bream graduated from Liberty University in 1993 with a degree in Business Management, magna cum laude, and graduated with a JD degree with honors from Florida State University College of Law in 1996.
